115 th PNM WITH GENERAL MANAGER,SCR 

SCRMU is holding its 115 th PNM with GM,SCR on 20 th & 21 st January,2009 which is supposed to be held during the last year but could not be materialised due to several reasons.For the first time,with the help of LCD Projector,online minutes are recorded in the meeting.Sri.T.P.V.S.S.Rao,CPO ( IR) welcomed the union office bearers for the PNM.Sri.Manoj Pande in his initial address listed several achivements with regard to the issues pertaining to implementation of 6 th CPC scales and clearing of more than 580 compassionate cases and and exgratia cases ..he also informed about the training schedules undertaken to make fit the group D staff who are not having requisite qualification in higher grade He also briefed about the redeployment of staff in IRCTC and other workshop staff.Com.V.P.R.Pillai,President while speaking on the occasion spoke of several compassionate grounds getting rejected at the divisional level.Com.P.S.Charan,DS,BZA while speaking desired that the IRCTC staff may be given opportunity to go to commercial clerical category.65-70 job analysis are yet to be finalised in the division.He also spoke about the Group D allowing PB-1 .He also spoke about the delay in offering alternate appointments to medical decategorised staff.Com.subbanarasiah,DS,GTL also briefed about the status with regard to implementation of 6 th CPC and training of the staff. He also brought to the notice of CPO that staff who are already promoted to Group C were also being insisted for training for giving PB-1.
Com.C.Ramanaiah ,DS,GNT appraised the position on the GNT Division and informed that the surplus identified in Mechanical Dept are yet to be reployed.Com.Yasim,DS,NED informed that several employees are yet to get 40% arrears.Even fixations are also having errors and lot of representations need to be addressed.PB-1 also not done for qualified.He also told about the nonqualified people working in schools in addition to the necessity of creating safaiwala posts in the division.Com.Farooq Ali,DS,HYB brought to the notice of the administration with regard to the vacancies in ASM,DSl.Asst,Drivers etc due to deserting of north indian people.He also stated about the wrog fixations made to running staff.He also spoke about compassionate appointments not been getting cleared.Many posts as required are not getting cleared.Safety Related Scheme 's failure was also told by him.Com.Sivakumar,DS/SC briefed about implementation of 6 CPC and staff getting fixationn charts.About 100 medically decategorised staff need to be redeployed.About 4000 pre 2006 pensioners and 1900 post 2006 pensioners cases are yet to be given revised pension fixation.Com.P.Ugandhar,DS/EDB spoke about not supplying Medical Identity Cards to retiring employees.He also bitterly spoke with heavy heart and sharp words about the training being imparted to Group D staff and also the compassionate grounds cases,leave regularisation,filling up of vacancies , ACP cases,Prime ,income tax calculating even though modules are available etc.Com.Y.Veeraraju,DS,WS spoke about compassionate grouds,LGD-31;PP/SC- etc.Fixation charts are given,staff are happy.Payments are going to different banks,retired employees are yet to get PLB, 40% arrears etc.Sr.Techs in EWS yet to be filled in.
com.Ch.Sankara Rao,GS spoke about the implementation 6 th CPC without any problems. He also spoke about the setting up of Anomalies committees and requested the CPO to bring to its notice any anomalies that come to their knowledge.Fixation,some problems do crop up and the same need to be sorted out.Recovery of income tax was also highlighted wherein recoveries made without coming into the perview.
He was very critical of GM's reluctance to allow him to discuss on the issues raised by him in the letter which highlighted 20 items which are causing heart buring to the union.He also highlighted several evading tactics of the administration with regard to S&T workshop surrenders/closure.He also mentioned about non implementation of decisions taken in the joint meeting by DRM,SC.Irregularities in PCDO statements. One Crore sanctioned to railwaymen not properly distributed,for which union under RTI sought the documents.Earnings are increasing at what cost and the administration not paying OT.GTL,BZA,NED etc the ECRCs not being paid OT.He said that he is putting forth all these out of anguish not out of anger.The troubles /inconveneices made by Dy.CPO/IR and CPO/IR are also highlighted.When holdings are more than the book strengths,how redeployment on benchmarking can be done.

As the Industrial Relations Officer,it is the responsibility of the CPO to instill confidence among the Union to have proper cooperation and coordination, especially when the LRSA is trying to go on strike and also confederation employees are also calling for a strike on 6 th CPC.Non conducting of POMs ,PREMs where organised labour participate is bad and the same need to be looked into.In operating department,rosters are changed without following proper procedure.In BZA-KZJ-BPQ section, job analysis to be done and classification of gates need to be changed.

CPO while reacting on the issues raised by GS, stated that there is no intention of avoiding meeting/discussion with GS and pending meeting with GM,reply was sent to GS

National Anomaly Committee and Departmental Anomaly Committees for settlement of anomalies

The Government has released orders for constituting National Anomaly Committee and Departmental Anomaly Committees for settlement of anomalies arising out of implementation of 6th CPC recommendations.

OFFICE MEMORANDUM 

Dated the 12th January, 2009 
Subject:- Setting up of Anomaly Committee to settle the Anomalies arising out of the implentationof the 6th CPC recommendations. 
Definition of AnomalyAnomaly will inculde the folllwing cases:
(a) Where the Official Side and the Staff Side are of the opinion that any recommendation is in contravention of the principle or the policy enunciated by the 6th CPC itself without the Commissionassigning any reason: and 
(b) Where the maximum of the revised scale is less than the amount at which one is entitled to be fixed except in those cases where the same is as a result of modified fixation formula adopted by theGovernment and 
(c) Where the amount of revised allowance is less than the existing rate. 
(2) Composition: There will be 2 levels of Anomaly Committees, National and Departmental, consisting of reprensentativesof the Official Side and the Staff Side of the National Council and the Departmental Council respectively. 
(3) The Departmental Anomaly Committee may be chaired by the Additional Secretary (Admn.) or the JointSecretary (Admn.), if there is no post of Additional Secretary (Admn.). Financial Adviser of the Ministry/Departmentshall be one of the Members of the Departmental Anomaly Committee. 
(4) The National Anomaly Committee will deal with anomalies common to two or more Departments and inrespect of common categories of employees. The Departmental Anomaly Committee will deal with anomaliespertaining exclusively to the Department concerned and having no repercussions on the employees of anotherMinistry/Department in the opinion of the Financial Adviser. The items already taken up by the Fast Track Committeewill not be considered by the Anomaly Committee. 
(5) The Anomaly Committee shall receive anomalies through Secretary, Staff Side of respective Council upto six months from the date of its constitution an it will finally dispose of all the anomalies within a period of one yearfrom the date of its constitution. Any recommendations of the Anomaly Committee to resolve the anomaly shallto the approval of the Govenment. 
(6) Cases where there is a dispute about the definition of "anomaly" and those where there is a disagreementthe staff side and the official side on the anomaly will be referred to and "Arbitrator" to be appointed out of apanel of names proposed by the two sides. However, this arbitration will not be a part of the JCM scheme. 
(7) The Arbitrator so appointed shall consider the disputed cases arising in the Anomaly Committees at the National as well as Departmental level. 
(8) Orders regarding appointment of the Arbitrator and constitution of Anomaly Committee at NationalLevel will be issued separately. 
(9) All Ministries/Departments are accordingly requested to take urgent action to set up the Anomaly Committeesfor settlement of anomalies arising out of implementation of the 6th CPC recommendations as stipulated above.

Expected DA for Central Government Employees from 1.1.2009 - 22%

THE CENTRAL GOVT EMPLOYEES MAY BE GET 6% DA FROM 1st Jan, 2009. The total DA will be at 22% from 1-1-2009.  

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of November, 2008 remained stationary at 148 (one hundred and fortyeight).

The point to point rate of inflation for the month of November, 2008 remained constant 10.45% at the level of October, 2008.
