ENCASHMENT OF LAP

Railway Board Lr.No.F(E)III/2008/LE-1/1  Dt:03.12.2008

Railway Board clarified that the term 'passes' for the purpose of leave encashment would include Privilege Passes as well as Privilege Ticket Orders. Upto 10 days can be sanctioned to a Railway employee at the time of availing Privilege Ticket Orders rather than Privileg Passes.

The Ministry of Railways decided that the Railway servants who are directly engaged in running of trains viz. all the running staff including Drivers, Assistant Drivers, Motormen, shunters, Guards etc. nad Station Masters/Assistatnt Station Masters should be exempted from the requirement of availing passes and equal duration of LAP for availing the benefit of encashment of 10 days of LAP.  Zonal railways are therefore, requested to sanction encashment of LAP upto 10days to the categories of the Railway servants mentioned above on receipt of requests from them in this regard without insisting on them to avail Railway passes and apply for LAP of equal duration.

Child Care Leave (CCL) in respect of Railway Employees- clarification.

The Railway Board issued recently clarification on  the Child Care Leave -CCL, 

No.E(P&A)f-2008/CPC/LE-8, Dt:12.12.2008

Please refer to Board's letter of even number dated 23.10.2008 wherein child care leave for a period of two years was introduced for female Railway servants ad regards procedure for grant of child care leave, the following clarifications are issued:-

1. CCL cannot be demanded as a matter er of right.  Under no circumstances can any employee proceed on CCL with prior proper approval of the leave by the leave sanctioning authority.

2. The leave is to be treated like the Earned Leave and sanctioned as such.


3. Consequently, Saturdays, Sundays, Gazetted holidays etc., falling during the period of leave would also count for CCL, as in the case of earned leave at her credit.


4. CCL can be availed only if the employee concerned has no Earned Leaveat her credit.


5. CCL sanctioned prior to 18-11-2008 shall be treated as CCL and shall be deducted from the Child Care Leave account of the Railway employee concerned. No adjustment against any other kind of leave shall be made in this regard. The Child Care Leave sanctioned for the period beyond 18-11-2008 shall be regulated as in terms of para (iv) above.

Are you read thee above clarifications issued by Railway Board?. What is Your openion on it.  Is it helpful to the female railway servents , definately not.  Why beacuse the clause No. iv in above matter clearly mentioned that CCL can be availed only if the employee concerned has no Earned Leave at her Credit.  What is the use of CCL when the employee have the LAP in her credit. that means the govt. says no women employee have the LAP in her credit.  It is not possible to Maintain zero balance in her credit. beacuse the women employees are regular workers naturally they don't take much leave in their service, only few women employees take so may leaves. 

           The CCL not helpful to much employees but it is helpful to the few employees their LAP leave credit zero.

The below  rates are new rates on NHA

3.         9701-23730                          Rs.  280

effective from 01-09-2008.  The other terms and conditions unchanged.

25% INCREASE WHEN D.A INCREASES 50%.

Dear Union Members-SCRMU/GTL

The Divisonal Personal Office at Guntakal is efficently working on 6th pay commission or not? or Implementation of the pay commission?. It seems that work is slowdown by the office.
We are not received the pay fixation and arrear sheets in the some sections in the Division. In the Dharmavaram Section the Group-D employees only get the pay fixation sheets and not arear sheets. The Group-C employees not get even pay fixation sheets and areares sheets. What is the problem? the sheets are computer printed sheets, work is already stores in the computer systems. The work is simple to print whatever they fixed the pay and arears and sent to different stations through FS. The All employees are eagarly waiting for that, the divisional office employees not caring the fellow employees, those are working in the sections without rest's. It is possible to every employee to go and ask the divisional office clerks to clarify and correct fixation of their pay and areares, is not the correct way /procedure. I requested the God to give some activeness with some moral values and streangth to do their work.

Railway Employees T A Rates /Daily Allowance Rate on Tour


Dear Union Members To-day the Railway Board issued orders on Daily Allowance / T A rates on tour. The minimum T A i.e.,Rs.55/- increased to Rs.210/- All Group-D employees are happy to this increase in Daily Allowance. Thanks to Railway Board. 
But the employees in pay scales Rs.3050 to 4500 grades in old pay scales emplyees unhappy to on this because they are not happy with Rs.210/- (Previously they got Rs.90/-). One more thing there is no city restriction/ limit on this. 
The New T A Rates based on Pay Grades. Below are the new one
  Grade pay New T. A Rates
Officers drawing grade pay of Rs.10,000/- and above 
and hose in pay scales of Hag+ and above Rs.520/

Officers drawing grade pay of Rs.7600 to Rs.8900/- Rs.460 

Officers drawing grade pay of Rs.5400 to Rs.6600/- Rs.400 

Officers drawing grade pay of Rs.4200 to Rs.4800/- Rs.340 

Officers drawing grade pay of below Rs.4200 Rs.210 

These orders shall take effect from 1st September 2008. However, if the Traveling Allowance entitlements now prescribed result in a lowering of the existing entitlements in the case of any individual, groups or classes of employees, the entitlements, particularly in respect of mode of travel, class of accommodation, etc. shall not be lowered. They will instead continue to be governed by the earlier orders on the subject till such time as they become eligible, in the normal course, for the higher entitlements. 

It may be noted that no additional funds will be provided on account of revision in TA/DA entitlement. It may, therefore, be ensured that permission to official travel is given judiciously and restricted only to absolutely essential official requirements. 

Employees who had undertaken tours between September 1, 2008 and the date of issue of these revised orders and whose TA claims have been settled with reference to their existing entitlements may also be permitted to submit supplementary claims based on their revised entitlements and draw the arrears on this account. 

The Daily Allowance rates on tour shall automatically increase by 25% whenever Dearness Allowance payable on the revised pay structure goes up by 50%.
